A work permit (WP) is one of the main documents on the basis of which an employment contract is drawn with a foreign citizen from a visa country and the one that allows the foreign citizen to start working.
Depending on the required status of a foreign citizen, it is necessary to collect appropriate documents and submit them to the authorities.
There are 2 ways to apply:
– Visa specialist, WP is issued for up to 1 year
– Highly qualified specialist, WP is issued for up to 3 years.
The first option (up to 1 year) requires the employer to obtain permission to hire foreign workers, whereas the foreigner must provide a Russian language knowledge certificate and standard medical exam letters. For this reason, before submitting the documents, a foreign citizen must come and take care of all the necessary certificates. In practice, the first entry is done mostly on a business visa, as the foreigner is not yet officially employed.
In cases of registering a highly qualified specialist, a foreign citizen does not have to take a language exam and undergo medical examination. When submitting an HQS application, the employer can apply for work permit immediately; the presence of a foreigner in the Russian Federation is not required.
The timing of a work permit application processing is also different. For example, a work permit for a highly qualified specialist can be issued in 14 working days, and total visa specialist procedures take at least 3 months. The advantage of HQS status is that the visa is issued for 3 years and does not have to be renewed on the territory of the Russian Federation.
