The need for a visa is determined by the country a foreign citizen comes from and for what reason. However, be careful as other migratory procedures must be followed for such category of aliens. For example, you need to notify about admitting or dismissing a worker within 3 days. Moreover, such a notice should be submitted directly to the migration department of the Ministry of Internal Affairs, where the employer is located. Also, every time such a worker enters the territory of the Russian Federation it is necessary to get a migration registration. In this case it is also better to schedule a personal visit to the police in order to avoid non-registration or incorrect entry of a foreign employee or employer into the database of the Ministry of Internal Affairs.
